GABRIELAFilipino women have a long history of struggle against oppression, foreign control and male domination. They have fought for equal opportunities in the work place, for political rights and for the right to education. One of them had led a regional revolt against Spanish colonizers. She was Gabriela Silang. Starting with a coalition of 42 women's groups in 1984, GABRIELA today is a centre of over a hundred women's organisations, institutes, desks and programmes. From being a coalition of middle-class women, GABRIELA now finds its base among grassroots women, the peasants, workers and urban poor, women from religious institutions, students across the country, the most oppressed and marginalized. Together, 40,000 women fall under GABRIELA's mantle. |
The highest policy making body of GABRIELA is a National Assembly composed of all member organisations. A National Council composed of national and regional officers, national sectoral representatives, and GABRIELA Commission heads, the highest decision-making body between National Assemblies, carries out the resolutions and programmes of the Assembly. GABRIELA has regional chapters in Metro Manila, Cordillera and Mindanao; sub-regional chapters in Negros, Panay and Samar and provincial chapters in Bicol and Cebu.
What is significant is that each GABRIELA group finds time to bring out regular publications while also being most active in organising women around social and political issues, conducting programmes on education, income generating activities and women's legal rights.The education and training department, for example, publishes resource and training materials and conference papers. The public information department brings out a number of newsletters including GABRIELA Women's Update. GABRIELA publications speak for themselves. Every piece of writing by the GABRIELA women be it a pamphlet, a brochure, a poem or a collection of stories raises its voice against sexism, racism, imperialism and militarism in the world.

Gabriela Women's Update is a quarterly publication which features articles, news, artworks and captioned photographs from all member organisations. International contacts are most welcome. The topics taken up for discussion are those which concern Filipina women. Apart from newsbits and news features each issue also carries articles on topics of immediate relevance. This issue, for example, had two excellent interview-based articles on the controversial Bataan Nuclear Power Plant. Women across the country had expressed their opinion on the proposed plant and had showed how it would affect their lives. |

The much acclaimed ascent of Corazon Acquino to the highest position in Philippine government had created high expectations among the Filipino masses. Her call to reconciliation from various warring sides through ceasefire negotiations had brought a resounding applause from various quarters. But underneath the innocent aura was a shrewd scheme. In a period when US imperialist expansionism had been threatened by national liberation movements in Third World countries and direct military intervention in Vietnam had been openly criticised US military strategists had no option but to adopt a low profile counter-insurgency programme. This drastic yet 'subtle' plan of action later became known as Low Intensity Conflict (LIC) formula. It not only addressed the military aspect but encompassed civic, economic and social spheres as well. |
